Racial Disparities in Police Stops Across the United States: A Large Scale Analysis | Transcript | Slides

Description: We assessed racial disparities in policing in the United States by compiling and analyzing a dataset detailing nearly 100 million traffic stops conducted across the country. We found that black drivers were less likely to be stopped after sunset, when a ‘veil of darkness’ masks one’s race, suggesting bias in stop decisions. Furthermore, by examining the rate at which stopped drivers were searched and the likelihood that searches turned up contraband, we found evidence that the bar for searching black and Hispanic drivers was lower than that for searching white drivers. Finally, we found that legalization of recreational marijuana reduced the number of searches of white, black and Hispanic drivers—but the bar for searching black and Hispanic drivers was still lower than that for white drivers post-legalization. Our results indicate that police stops and search decisions suffer from persistent racial bias and point to the value of policy interventions to mitigate these disparities.

Description: As the courts return to in-person operations, remote access tools remain and are continuing to expand. This session will demonstrate and discuss the expansion of the NYS Court System’s remote applications:

  • NYSCEF (NYS Courts EFiling System)
  • EDDS (Electronic Document Delivery System)
  • VEC (Virtual Evidence Courtroom).

In the future these applications will become the basis for a new court model that will be available for all filers and the Court for more efficient review and quicker access via remote and in-court appearances.

Description: This session will present recent research findings regarding judicial conduct in courts with large numbers of unrepresented litigants. It will discuss results from a multi-year national study of in-person courts and new data from a multi-jurisdiction analysis of virtual courts by researchers from Columbia, George Washington, Utah, and Wesleyan universities. It will present useful conclusions for judges, clerks, lawyers, and advocates as we consider the recurring challenges of access to justice in the context of the future of remote courts.

Description: This session focuses on how the addition of a technology unit within a Legal Services Organization can increase use of and client access to Legal Services through bridging the digital divide. At CELJ the Technology Unit oversees the development, replication and use of two web-based applications, a statewide Helpline and runs a Mobile Legal Unit. Participants will learn the benefits of managing all of these options through an interconnected technology-based legal services unit, rather than through a decentralized approach by various units across the agency. Through an interactive problem-solving exercise, participants will address common issues faced when developing, launching, and managing various technology-based legal products, as well as the challenges of bringing these products together under one umbrella.

Along the way presenters will offer insight about how to make approachable and user friendly interviews.
