Overview
The New York State Unified Court System's Program to Hire Individuals and Veterans with Disabilities is a coordinated effort to expand job placement for individuals with disabilities in entry-level positions throughout the New York State Unified Court System. This program is an alternative opportunity for filling entry-level positions that are generally only filled through an open-competitive examination (one open to the public).

It is the policy of the New York State Unified Court System to ensure equal employment opportunity for all employees and applicants for employment. To better facilitate equal employment opportunities for candidates with disabilities, the Rules of the Chief Judge (Rule 25.16) authorizes up to 100 positions in the competitive class to be classified in the noncompetitive class and filled only by persons who are certified as being either physically or mentally disabled. The Ability First 55(b/c) Program will foster inclusion within the Courts while ensuring that positions are staffed with qualified individuals.
Program Eligibility
Participation in the Ability First (55b/c) Program is limited to persons with physical or mental disabilities, who are found otherwise qualified to satisfactorily perform the duties of a position. Candidates must be qualified to perform satisfactorily the duties of the position sought, with or without a reasonable accommodation.
To apply, candidates must be certified as having a mental or physical disability and obtain an eligibility letter through the NYS Department of Civil Service 55(b/c) program. Interested candidates that are not currently certified may obtain an eligibility letter through the Department of Civil Service website: Certification Packet. Once you are approved as 55(b/c) certified, you will receive a letter of eligibility which is effective for three years from the date on the letter.
Candidates must also meet the minimum qualification (education and/or experience) in the title standard for any title they are interested in being appointed to.
Position and Titles Available
The NYS Unified Court System anticipates filling most of the 100 authorized positions in three titles:
- Clerical Assistant (JG-12): These positions work with a limited degree of independence on a variety of office support and clerical tasks such as checking, sorting, filing, scanning, retrieving court papers, data entry, and responding to customer inquiries. Typical duties including working at public counters as information clerks, in back offices assisting with the processing of court documents and may work as part clerks in those parts that operate on less than a full-time basis. Candidates must have a high school diploma or equivalent and 1-year of clerical or data recording experience.
- Court Revenue Assistant (JG-14): These positions perform fiscal tasks in which mathematical calculations are fundamental including accepting fees, fines, bail or other payments and performing daily cash drawer and monthly bank statement reconciliations. Candidates must have a high school diploma or equivalent and 3-years of related experience, or an associate's degree in business, accounting, finance or a related field.
- Court Assistant (JG-16): These positions serve as part clerks and perform court clerical tasks directly related to court proceedings. They also work outside the courtroom providing procedural information, supervising subordinate clerical staff engaged in court support activities such as intake of papers or docketing. Candidates must have of high school diploma or equivalent and 2-years of clerical experience or 4-years of clerical experience.
There may also be a limited number of positions available in other titles such as Law Library Clerk (JG-14), Law Library Assistant (JG-16), Law Librarian (JG-20), and Court Interpreter (JG-20).
