Holly Stevens, Ph.D., Chief Data Officer, Legal Services Corporation

Holly R. Stevens, Ph.D., joined the Legal Services Corporation in 2021 to assist civil legal aid organizations in using data to improve their services. At LSC, she leads a team of curious and enthusiastic “data people” who comprise the Office of Data Governance and Analysis (ODGA). ODGA was formed in 2016 to help LSC and its grantees use data to inform program improvement, strategic decision-making, and outreach. The ODGA team loves accessible, actionable data and creating user-centered tools for the civil legal aid community.

Before joining LSC, Holly served as the founding Director of Research and Evaluation at the Children’s Law Center, where she led innovative research projects focusing on the cost avoidance of medical-legal partnership services, the impact of providing advocacy coaching to clients, the effectiveness of pro bono advocacy, and many more exciting topics! Holly is most excited when able to connect with legal service providers and serve as a resource for developing outcome-driven legal services programs. She has also held applied research positions at George Mason University, the Vera Institute for Justice, the Federal Judicial Center, and ICF Consulting. Holly received her Ph.D. in Criminology, Law and Society from George Mason University.
