REMINDER
Judges and non-judicial staff required to file a financial disclosure statement for the reporting year 2024 must do so by May 27, 2025. Those required to file a financial disclosure statement received a letter from the Ethics Commission on Friday, April 18, 2025.
 
Please note that Ethics Commission Rules now require electronic filing. Filing paper statements by mail is no longer permitted. (Judicial candidates only will continue to file by paper). Filers may also no longer upload attachments. Those individuals who had previously uploaded attachments should consider budgeting additional time to enter the relevant information in the electronic form. 

Electronic filing is convenient and secure. It also enhances and streamlines the work of the Commission. 
Please allow time to complete your financial disclosure statement since the information provided will need to be inputted manually. For further information about how to answer Question 16, see Electronic Filing Instructions

Ethics Commission staff will also be available for any questions filers may have as they complete their financial disclosure statements

IMPORTANT: NEW ELECTRONIC FILING REQUIREMENT

In an effort to improve the efficiency of the system, the Ethics Commission is streamlining the filing process to make it more efficient and convenient for judges, justices, employees, and officers of the Unified Court System to file. The Commission has amended 22 NYCRR PART 7400 to require online filing of financial disclosure statements. This change will also serve to enhance the Commission's distribution, collection, review, and maintenance of annual financial disclosure statements.

Filing instructions will continue to be available on the Commission's homepage to assist filers. Ethics Commission staff will also be available for any questions filers may have as they complete their financial disclosure statements.

 

Overview

Since 1990, the Ethics Commission for the New York State Unified Court System has been
responsible for administering the distribution, collection, review and maintenance of annual
financial disclosure statements. The powers and duties of the Commission are set forth in 22 NYCRR Part 40 (Chief Judge's Rule) and the procedures promulgated by the Commission are set forth in 22 NYCRR Part 7400.

22 NYCRR Part 40 Filers
(Judges, Justices and Employees and Officers of the Unified Court System)

You must file a financial disclosure statement for reporting year 2024 (calendar year 2025) if:

  • you are a state-paid judge or justice; or
  • you hold a position for which you receive an annual salary of $115,252 or more, and you have not been otherwise exempted from filing; or
  • you hold a position determined to be a policy making position for purposes of financial disclosure. List of Designated Policy Makers

For the purpose of financial disclosure, your annual salary rate is determined:

  • as of April 1, 2025, if you were employed by the Unified Court System on that date; or
  • as of the date you commenced employment, if you were not employed by the Unified Court System on April 1, 2025.

You are not required to file a Financial Disclosure Statement for reporting year 2024 (calendar year 2025) if:

  • your annual salary is less than $115,252; or
  • you are not a State-paid Judge or Justice; or
  • you are a part-time employee as of April 1, 2025, or as of the date of commencing, if employed after April 1, 2024, and you have not been designated as a policy maker for purposes of financial disclosure 

 

22 NYCRR Part 100 Filers
(Judicial Candidates)

Judicial Candidates for elective positions in 2025 must file a Financial Disclosure Statement for the calendar year 2025 within 20 days of becoming a candidate (22 NYCRR Part 40).

Part 100 filers may only file a Financial Disclosure Statement by printing the form and mailing it to the Ethics Commission.
